You found the house, maybe a 1970s ranch off Bay Area Boulevard or a place in Seabrook near the water. Then the quotes come back looking nothing alike. One includes wind. One excludes it. One wants a separate policy and a certificate you've never heard of.
That's normal here. Around Clear Lake and the upper bay, a few miles can move a home into a different insurance market. This guide walks the Bay Area town by town for home and auto coverage. For the wider region, see our Greater Houston and Gulf Coast home insurance guide and our Greater Houston and Gulf Coast car insurance guide. Other local guides are on our blog.
Which towns make up the Houston Bay Area?
The short answer: We use the member cities of the Bay Area Houston Economic Partnership, the regional economic development group, which include Clear Lake's home city of Houston plus Webster, Nassau Bay, El Lago, Taylor Lake Village, Seabrook, Kemah, Clear Lake Shores, League City, Friendswood, Dickinson and La Porte.
"Bay Area" means different things to different people, so we use a published definition. The Bay Area Houston Economic Partnership (BAHEP) lists 18 member cities on its site (page updated July 2026). We cover the ones around Clear Lake and the upper bay; the rest (Deer Park, La Marque, Morgan's Point, Pasadena, Santa Fe and Texas City) are in our wider-region guides.
Clear Lake isn't its own city. The City of Houston says Clear Lake City was formally opened on September 15, 1963, next to what is now NASA's Johnson Space Center, and was annexed by Houston in 1977. Pearland isn't on BAHEP's list; it has its own pages for Pearland home insurance and Pearland car insurance.
This page sticks to home and auto. For flood, see our pages for Friendswood, League City, Pearland, Houston and Galveston.
How do Bay Area towns compare for home and auto insurance?
The short answer: The biggest home difference is whether your address sits inside the Texas Department of Insurance's designated wind area, and the biggest auto difference is the road you drive every day.
| Town | County | Population (July 2025) | In TDI's designated wind area? | Main commute roads | Average commute |
|---|---|---|---|---|---|
| Clear Lake (City of Houston) | Harris | Part of Houston (2,397,315 citywide) | No | I-45, NASA Parkway, Bay Area Blvd | 27.2 min (citywide) |
| Webster | Harris | 12,507 | No | I-45, NASA Parkway | 27.8 min |
| Nassau Bay | Harris | 5,210 | No | NASA Parkway | 24.6 min |
| El Lago | Harris | Under 5,000 | No | NASA Parkway, SH 146 | Not published |
| Taylor Lake Village | Harris | Under 5,000 | No | NASA Parkway, SH 146 | Not published |
| Seabrook | Harris | 13,974 | Only the part east of SH 146 | SH 146, NASA Parkway | 28.7 min |
| Kemah | Galveston | Under 5,000 | Yes | SH 146, FM 2094 | Not published |
| Clear Lake Shores | Galveston | Under 5,000 | Yes | FM 2094 | Not published |
| League City | Galveston and Harris | 119,905 | Galveston County side only | I-45, FM 518, SH 96, SH 3 | 29.9 min |
| Friendswood | Galveston and Harris | 41,319 | Galveston County side only | FM 518, FM 528, I-45 | 28.6 min |
| Dickinson | Galveston | 21,908 | Yes | I-45, FM 517, SH 3 | 28.7 min |
| La Porte | Harris | 37,983 | Only the part east of SH 146 | SH 146, SH 225 | 24.4 min |
Clear Lake, Webster and Nassau Bay
All three are Harris County and off TDI's designated list, so wind usually stays on one homeowners policy, with no TWIA backstop near the water. I-45 and NASA Parkway carry the daily traffic. Our Clear Lake home insurance guide goes deeper, and our Clear Lake car insurance guide covers the drive.
El Lago and Taylor Lake Village
These small Harris County cities sit between NASA Parkway and SH 146. Neither is on TDI's list, so they follow Clear Lake's one-policy pattern, and most trips feed onto those two roads.
Seabrook, Kemah and Clear Lake Shores
Here the wind line gets real. Kemah and Clear Lake Shores are in Galveston County, designated in full. In Seabrook, only the part east of SH 146 is designated. SH 146 is the spine for all three.
League City and Friendswood
Both straddle the Harris and Galveston county line, so neighbors can land in different wind markets. League City has the longest average commute in our table, 29.9 minutes. See our League City home and League City car guides, plus the Friendswood TX insurance guide, Friendswood home and Friendswood car pages.
Dickinson and La Porte
Dickinson is fully inside designated Galveston County, with I-45 as its main route. In La Porte, as in Seabrook, only the area east of SH 146 is designated. For the county picture, see Galveston County home insurance, and Galveston County car insurance for the drive.
Why does the wind line matter so much on a Bay Area homeowners policy?
The short answer: Inside TDI's designated catastrophe area, many homeowners policies leave out wind and hail, so wind gets written separately through a private wind carrier or TWIA, the state's insurer of last resort.
The Texas Department of Insurance defines the designated area as the 14 first-tier coastal counties plus "certain cities east of State Highway 146 in Harris County," naming La Porte, Morgan's Point, Pasadena, Seabrook and Shoreacres (page updated July 2025). TDI's Harris County map page narrows it further: areas east of SH 146 and inside those five cities' limits. In plain English, Houston, Webster, Nassau Bay, El Lago and Taylor Lake Village aren't on the list.
TDI's home insurance guide puts it simply: on the coast, "your home policy might not cover wind and hail damage." That's where the Texas Windstorm Insurance Association comes in. A few basics:
- TWIA is a last resort. You must first be denied by at least one authorized insurer actively writing wind and hail there.
- It covers wind and hail only. No fire, no theft.
- The dwelling cap is $1,773,000. On September 8, 2026, the Commissioner of Insurance disapproved TWIA's request to raise it to $1,832,000 for 2027 policies.
- Rates are holding for now. On August 4, 2026, TWIA's board voted to file a 0% rate change, and residential policies renewing on or after September 1, 2026 get an automatic dwelling increase of about 3%.
- Timing matters. TDI says TWIA won't sell you a policy if there's a hurricane in the Gulf of Mexico.
Outside the line isn't automatically easier: a waterfront home in Nassau Bay can't fall back on TWIA. Our Texas windstorm guide covers TWIA and private wind in full.
What does a percentage wind deductible cost in dollars?
The short answer: Multiply your dwelling limit by the percentage, so a 2% wind and hail deductible on the 2025 Texas average dwelling limit of $432,800 is about $8,656 out of pocket per claim.
Many Bay Area policies, inside the line and out, set the wind and hail deductible as a percentage of the dwelling limit (Coverage A), not of the damage. TDI's market overview puts the average Texas homeowners dwelling limit at $432,800 for 2025 (preliminary), up from $252,000 in 2016.
| Dwelling limit | 1% deductible | 2% deductible | 5% deductible |
|---|---|---|---|
| $300,000 | $3,000 | $6,000 | $15,000 |
| $432,800 (TX average, 2025) | $4,328 | $8,656 | $21,640 |
| $500,000 | $5,000 | $10,000 | $25,000 |
Your dollar deductible grows whenever your dwelling limit grows, as with TWIA's automatic increase of about 3%. And a moderate hail claim can land entirely under the deductible and pay nothing.
When does a Bay Area home need a WPI-8 certificate?
The short answer: Inside the designated area, TDI says most homes need a certificate of compliance to buy a TWIA policy, and most new construction, roof replacements, major repairs and other alterations require a windstorm inspection.
A WPI-8 is TDI's proof that work was built to the windstorm code. According to TDI's windstorm inspection page (updated May 2026), "Most new construction, roof replacements, major repairs, and other alterations require an inspection." Roof repairs under 100 square feet that don't involve the decking are exempt, and so is replacing the glass in windows or doors.
Timing changes the cost. During construction, a TDI inspector or TDI-appointed engineer inspects for a WPI-8. After the work is done, a Texas licensed professional engineer inspects for a WPI-8-E, which TDI says "may cost more." TWIA also accepts its own WPI-8-C for work completed between January 2017 and May 2020.
- Re-roofing in Kemah, Dickinson or east of SH 146? Ask your roofer how the inspection will be handled.
- Buying a home? Look up its WPI-8 on TDI's website or call 800-248-6032, option 3.
How do roof age and hail change a Bay Area home quote?
The short answer: Texas leads the nation in major hail events, and on an actual cash value roof policy an older roof can pay little or nothing after the deductible, so roof age and settlement terms matter as much as price.
The Insurance Information Institute, citing NOAA's Storm Prediction Center, reports that Texas had 902 major hail events in 2025, more than any other state, on its hail facts page. TDI's market overview shows insurers paid about $4.9 billion in Texas homeowners hail losses in 2024 and about $2.3 billion in 2025 (preliminary).
That's why roofs drive so much of a Bay Area quote. TDI's guide to replacement cost versus actual cash value (updated January 2024) runs an example with a $200,000 home, a 2% ($4,000) deductible and a $10,000 roof replacement:
| Policy type | Roof age | Policy pays |
|---|---|---|
| Replacement cost | Any age | $6,000 |
| Actual cash value | 5 years | $4,500 |
| Actual cash value | 10 years | $3,000 |
| Actual cash value | 20 years | $0 |
Same storm, very different checks. TDI also lists your home's age and condition among premium factors. Before you shop, know your roof's age and material and how it's settled. Our roof replacement and ACV guide and our page on insuring a home with an old roof go further.
What should Bay Area drivers know about commuting and coverage?
The short answer: Most Bay Area commutes average 24 to 30 minutes on a handful of busy corridors, so liability above the state minimum, intact UM/UIM and PIP, and comprehensive for hail matter more than any single discount.
I-45 carries Webster, League City and Dickinson drivers toward Houston. NASA Parkway ties Clear Lake, Nassau Bay, El Lago and Seabrook together. SH 146 runs the bay side from La Porte to Kemah, and FM 518 links Friendswood and League City to I-45. TxDOT's project page for the Landing Boulevard and NASA 1 Bypass in League City and Webster says the main roads near FM 518 and I-45 "are inadequate to meet existing and future demand" and notes FM 518's higher-than-average crash rate.
The coverage rules are statewide. TDI's auto insurance guide (updated December 2025) says Texas requires at least 30/60/25 liability: $30,000 per injured person, $60,000 per crash and $25,000 for property damage. TDI suggests considering higher limits, because the minimum may be too low for a multi-car wreck.
TDI also says PIP and uninsured/underinsured motorist coverage (UM/UIM) come with your policy unless you reject them in writing. In plain English: they're on there unless someone signed them away. We'd keep both, and size UM/UIM close to your own liability limits.
Comprehensive pays for hail, theft, fire, high water and other non-collision damage; TDI lists hail among the losses it covers. Pick a deductible you could pay tomorrow. Our Houston car insurance guide has crash and theft data.
Is bundling home and auto worth it in the Bay Area?
The short answer: Often, because TDI lists having other policies with the same company as a common discount, but a bundle only helps if both policies still have the right limits and deductibles.
TDI's home and auto guides both list "other policies with the same insurance company" as a possible discount, and each company decides its own discounts. So price the bundle; don't assume it.
Outside the wind line, wind usually sits on the homeowners policy, so the bundle covers the whole house. Inside the line, a separate wind policy may sit beside the bundle, so compare the total of all three. Our Texas bundling guide walks through when it pays.
Here's how we shop. Watson Insurance is an independent agency. Our public carrier lineup for home and auto coverage is Geico, Progressive, Liberty Mutual and Safeco, plus TWIA and private wind markets for coastal addresses. We re-confirm which carriers can write your specific policy before every quote, because appetite and appointments change. We are not appointed with every carrier in Texas. When we re-shop coverage for clients, they save on average about $500 a year. Your premium and eligibility will differ.
How does Watson serve the Bay Area from Friendswood?
The short answer: Our office is at 2 Parkside Drive in Friendswood, and the first thing we do on any Bay Area quote is check your exact address against the wind line before we compare carriers.
Friendswood sits on the region's western side, a short drive from I-45. Amy Watson and our agents, Shayla Villarreal and Kristina Vercellono, work from that office Monday through Friday, 9:00 AM to 5:30 PM.
- Address first. County, city limits and which side of SH 146 decide how wind gets written.
- Then the house. Roof age, updates and any WPI-8 on file.
- Then the cars. Drivers, commutes, and whether UM/UIM and PIP are intact.
- Then price, at identical limits and deductibles, so lower means lower and not thinner.
Start with our home insurance page or our auto insurance page, or get a quote in a few minutes.
The bottom line
The Bay Area isn't one insurance market. It's a dozen towns split by county lines and one highway, and the wind line decides how your home policy is built.
Know your wind deductible in dollars and your roof's settlement terms, and keep strong liability, UM/UIM and PIP on every car. Then let a side-by-side comparison pick the carrier. Send us your declarations pages, or call (832) 703-1289.
