You work at Johnson Space Center, or near it, in a neighborhood everyone calls Clear Lake. Then your renewal shows a city name you didn't expect, and you wonder which Clear Lake your insurer thinks you live in.
It matters. "Clear Lake" names a whole community, but car insurance is priced by the address where the car sleeps. This guide sorts out the geography, then the roads, the crash numbers and the coverage that protects you. For the wider region, see our Greater Houston and Gulf Coast car insurance guide.
What counts as Clear Lake, and why does the city line matter?
The short answer: Clear Lake is mostly a City of Houston neighborhood ringed by small independent cities, and your insurer rates the garaging address on your policy, not the "Clear Lake" name.
The City of Houston's Clear Lake super neighborhood page says Clear Lake City opened on September 15, 1963, beside what is now NASA's Johnson Space Center, and was annexed to Houston in 1977. It sits in Council District E, in southeastern Harris County.
Around it are separate cities. Harris County's intergovernmental affairs office lists El Lago, Nassau Bay, Seabrook, Taylor Lake Village and Webster among the cities it works with. League City, south of the lake, sits mostly in Galveston County. Across the water, Clear Lake Shores says on its own site that it is in Galveston County.
| Place | What it is | On your policy |
|---|---|---|
| Clear Lake | City of Houston neighborhood since 1977 | A Houston garaging address |
| Webster, Nassau Bay, El Lago, Taylor Lake Village, Seabrook | Independent cities on Harris County's list | Each has its own city limits, and carriers may draw territory lines between them |
| Clear Lake Shores | Independent city in Galveston County | A different county from the Houston side |
ZIP codes blur the lines. The City of Houston lists ZIP 77598 for Williams Park in Clear Lake, and the City of Webster lists the same 77598 on its city hall address. Nassau Bay's city offices use 77058, which NASA's own sites also show for Houston addresses on NASA Parkway.
Why does that touch your premium? The Texas Department of Insurance's auto insurance guide says rates "can also vary between ZIP codes in the same city," and each carrier draws its own territories. Make sure the street, city and county on your declarations page are where the car really is at night.
How long is the Clear Lake commute, and which roads carry it?
The short answer: Average commutes around the lake run about 25 to 30 minutes, according to the Census Bureau, mostly on I-45, NASA Parkway, SH 146 and Bay Area Boulevard.
The Census Bureau's QuickFacts (American Community Survey, 2020 to 2024) gives the average one-way trip to work:
| Place | Average commute (minutes) |
|---|---|
| Nassau Bay | 24.6 |
| Webster | 27.8 |
| Seabrook | 28.7 |
| League City | 29.9 |
| City of Houston | 27.2 |
| Harris County | 29.0 |
| Texas | 26.7 |
The big employment anchor is close by: NASA's Johnson Space Center page lists more than 12,000 people. They share the Gulf Freeway (I-45), NASA Parkway (the old NASA Road 1), SH 146 through Seabrook and Kemah, Bay Area Boulevard and the Beltway 8 link with everyone else. If your commute changed with a new job or a hybrid schedule, tell your carrier. Accurate mileage is a saving that costs nothing.
How do crash numbers around the lake compare?
The short answer: TxDOT counted 1,554 reportable crashes in League City in 2025, about 13 per 1,000 residents, below Harris County's 21 and the Texas figure of 17, while the smallest lake towns logged between 11 and 160 crashes.
TxDOT counts crashes for every Texas city and county from officers' reports. Houston's citywide figures, which include Clear Lake, are in our Houston car insurance guide. Here is the largest city south of the lake against the counties and the state.
| Area | Crashes 2025 | Deaths 2025 | Crashes per 1,000 residents |
|---|---|---|---|
| League City | 1,554 | 3 | About 13 |
| Harris County | 107,472 | 503 | About 21 |
| Galveston County | 6,532 | 33 | About 18 |
| Texas | 538,860 | 3,769 | About 17 |
The small towns look different. TxDOT counted 18 crashes inside El Lago, 11 inside Clear Lake Shores and 160 inside Kemah in 2025, with one death in Kemah. Kemah, which describes itself as a Galveston Bay destination for water sports, dining and shopping, logged about nine times El Lago's count. City numbers describe the roads and their visitors, not just residents.
None of this sets your price directly, but it helps explain why neighbors a few miles apart see different quotes. After a crash, our guide to car insurance after an accident walks through what comes next.
What protects you from uninsured drivers on I-45 and SH 146?
The short answer: Your own uninsured and underinsured motorist coverage (UM/UIM) and personal injury protection (PIP), which stay on a Texas policy unless someone rejects them in writing.
The Insurance Research Council estimates 15.4% of drivers countrywide were uninsured in 2023 and 18.0% underinsured. Those are national figures. Texas only requires 30/60/25 under Transportation Code §601.072: $30,000 per injured person, $60,000 per crash and $25,000 for property damage. Against a new truck or a serious injury, that runs out fast.
TDI's auto guide says every Texas policy includes PIP, and insurers must offer UM/UIM, unless you decline in writing. Under Insurance Code §1952.101, a signed UM/UIM rejection follows the policy into every renewal until you ask for it back in writing.
Texas policies must include PIP unless you reject it in writing (§1952.152), and §1952.153 doesn't require insurers to offer more than $2,500 per person. That's the required amount, not a limit on what you can buy, and not a recommendation. We usually suggest more. The longer version is in our Houston guide.
Does your car insurance follow the boat trailer or the RV?
The short answer: Only your policy wording can say how far it goes, so check whether the trailer and the boat have their own physical damage coverage before you tow to the launch.
A lot of Clear Lake driveways hold a truck, a trailer and something that floats. That setup hides three questions, often answered by three different policies:
- Liability while towing. Whether your auto liability follows a trailer you're pulling is in your policy's definitions. Read them, or ask us to.
- Damage to the trailer. Whether your auto policy pays to repair the trailer depends on the policy and the coverages you chose.
- Damage to the boat. TDI's boat insurance tips (updated July 21, 2025) say most homeowners policies cover boat damage only for a limited amount, provide no liability for it, and a more expensive boat needs its own policy.
Motorhomes and travel trailers raise the same questions. See our RV insurance page.
Who pays for hail dents and stolen cars around Clear Lake?
The short answer: Comprehensive coverage, which Texas doesn't require, pays for hail, theft, fire, flood, vandalism and other damage that isn't a collision, parked or moving.
TDI's auto guide says comprehensive "pays if your car is stolen or damaged by fire, flood, vandalism or something other than a collision." Liability-only policies pay for none of it.
The Insurance Information Institute, citing NOAA's Storm Prediction Center, reports 902 major hail events in Texas in 2025, more than any other state, on its hail facts page. And the National Insurance Crime Bureau reported on March 18, 2026 that thefts fell 23% nationally in 2025, yet the Houston metro still ranked fourth.
Pick a deductible you could pay tomorrow. One you can't cover is a gap with a friendly name.
Which carriers do we compare for Clear Lake drivers?
The short answer: We compare Geico, Progressive, Liberty Mutual and Safeco at identical limits, and the winner depends on your record, your vehicles, your household and the garaging address.
| What we're weighing | Why it matters around Clear Lake |
|---|---|
| Garaging territory | Houston, Webster, Nassau Bay, Seabrook and the Galveston County side can rate differently a few miles apart. |
| Commute and mileage | A daily I-45 drive and a short hop to the space center price very differently. |
| Comprehensive pricing | Hail and theft make it a real cost line, and its price varies between carriers. |
| Trailers and toys | How each carrier handles a towed trailer, a boat or an RV in the same household is worth comparing. |

What belongs on a Clear Lake car insurance checklist?
The short answer: The right garaging address, liability well above 30/60/25, UM/UIM and PIP intact, comprehensive with a deductible you can pay, and a clear answer on the trailer and boat.
The right address
The city and county on your declarations should match where the car is parked.
Liability above the floor
Size it to your assets, not the state minimum.
UM/UIM and PIP intact
Match UM/UIM to your liability and buy PIP above $2,500.
Comprehensive
Hail, theft and water. Keep it unless you could replace the car out of pocket.
When we re-shop coverage for clients, they save on average about $500 a year. Homeowners can price auto and home together; the home side is in our Clear Lake home insurance guide. Our complete Texas auto insurance guide covers every coverage line, and our auto insurance page explains how a quote with us works.
The bottom line
No company is the best car insurance in Clear Lake for everyone. "Clear Lake" covers a Houston neighborhood and several separate cities, carriers rate the address on your policy, and cars here face hail and theft. That points to an accurate garaging address, strong liability, UM/UIM and PIP intact, comprehensive on any car you couldn't easily replace, and a clear answer on the boat trailer.
