Maybe there's a motorcycle in your garage and a ticket on your record. Or maybe you just drove a new SUV off the lot and keep wondering what happens if it's totaled in year one. Those are different worries, and they line up with two very different insurers.
Progressive and Liberty Mutual are both in our public lineup, so we don't need either one to win. This page compares them with public data and each company's own product pages. For the full statewide picture, start with our guide to the best auto insurance in Texas.
Why compare Texas's largest auto insurer with a much smaller one?
The short answer: Progressive's group wrote 23.21% of Texas auto premium in 2025, more than any other, while Liberty Mutual's wrote 2.19%, and size tells you about reach, not your price.
In TDI's 2025 market conditions report, posted March 2026, Progressive Group wrote about $8.22 billion of the state's $35.4 billion in private passenger auto premium, up 10.74%, ahead of State Farm Group at 17.85%. Liberty Mutual Group wrote about $775 million, ninth, after a 27.19% drop. TDI doesn't say why; appetite shifts, which is why we re-confirm eligibility at every quote.
Their roots differ too. Liberty Mutual opened in 1912 to write workers' compensation. Progressive started in Cleveland in 1937, and its own history says Progressive Casualty was founded in 1956 "to be the first specialty underwriters of nonstandard insurance."
How do Progressive and Liberty Mutual compare in Texas?
The short answer: Progressive is far larger and rated A+ (Superior), Liberty Mutual is rated A (Excellent), and their biggest differences are forgiveness, telematics and new-car protection.

|---|---|---|
| Texas auto market, 2025 (TDI) | #1 group, 23.21% of premium, up 10.74% | #9 group, 2.19% of premium, down 27.19% |

Who is built for tickets, lapses and extra vehicles?
The short answer: Progressive's own history centers on nonstandard drivers and specialty vehicles, so a household with a complicated record or a motorcycle should ask both companies how they handle it.
Progressive's timeline says it began insuring motorcycles in 1964 and built a rating model in 1993 covering both nonstandard and standard drivers. AM Best's May 2026 release credits its "advanced underwriting and claim-handling technology." Liberty Mutual's public auto pages focus on protecting the car itself, and we found no public source on how it prices tickets or lapses, so we won't guess. Ask both:
A ticket or at-fault accident?
How long does each rate it, and would forgiveness apply?
A lapse in coverage?
Disclose it to both so the quotes are real.
A motorcycle, RV or boat?
Can the same company write it, and does that change the auto price?
A teen driver?
One of the widest price spreads in auto. Quote both.

How do their accident forgiveness programs differ?
The short answer: Progressive offers free small and long-term forgiveness plus a version you can buy, while Liberty Mutual sells it as an add-on for drivers with five clean years.
Progressive describes two levels. Small Accident Forgiveness comes with being a new customer in most states: your rate holds for a first claim of $500 or less. Large Accident Forgiveness applies after at least five years with Progressive, accident- and violation-free. The same page describes a Progressive Accident Forgiveness you can buy when you purchase or renew.
Liberty Mutual's Accident Forgiveness keeps your rate from rising after a first at-fault accident if you've gone five years without accidents or violations, and its footnote calls it "optional coverage for new customers only." Neither page mentions Texas, so ask both whether it's available here.
What happens if a new or financed car is totaled?
The short answer: Liberty Mutual lists new car replacement and gap coverage, while Progressive lists loan/lease payoff up to 25% of the vehicle's value (limit can vary by state), so ask which is available on a Texas policy.
A standard policy pays the car's depreciated value, which can leave you short on a new or financed car. Each company's pages describe the fixes:
- Liberty Mutual New Car Replacement: a brand-new car of the same make and model if yours is totaled in its first year and before 15,000 miles.
- Liberty Mutual Gap Coverage: the difference between what you owe and the car's value; buy it with the car.
- Progressive Loan/Lease Payoff: the difference between value and balance, up to 25% of the vehicle's value (the limit can vary by state); requires comprehensive and collision.
Snapshot or RightTrack: how do the telematics programs compare?
The short answer: Both score your driving through an app, and Progressive says Snapshot can raise your rate, while Liberty Mutual's RightTrack page doesn't say either way.
Progressive dates its first usage-based product to 2004. Snapshot runs mainly through its app, with a plug-in device where the app isn't available, and Progressive is direct: "Your rate may increase with high-risk driving." It isn't available in California or "in all states and situations."
Liberty Mutual's RightTrack offers a 90-day or continuous version and applies your score at renewal, with a participation discount for enrolling. It's "not available in all states." If your commute is stop-and-go on I-45, ask how each scores hard braking before you sign up.
How do their financial strength and complaint records compare?
The short answer: AM Best rates Progressive A+ (Superior) and Liberty Mutual A (Excellent), and TDI's 2025 complaint index puts Progressive County Mutual at 0.66 and Liberty County Mutual at 1.22.
AM Best affirmed Progressive at A+ (Superior) on May 1, 2026, noting "the strongest level of risk-adjusted capitalization." On October 8, 2026, it affirmed Liberty Mutual at A (Excellent) and moved its issuer credit outlook to positive. One step separates them.
TDI's complaint index compares a company's share of complaints TDI verified with its share of policies; 1.00 is average and lower is better. For each group's largest Texas auto company in 2025:
| Company | Policies (end of 2025) | Verified complaints | Index |
|---|---|---|---|
| Progressive County Mutual | 3,306,121 | 362 | 0.66 |
| Liberty County Mutual | 229,570 | 46 | 1.22 |
Progressive's company has over 14 times the policies, so its index is the steadier number; Liberty Mutual's rests on 46 complaints in one year.
Which one fits your household?
The short answer: Progressive may suit a household with a complicated record, extra vehicles or long-term plans, Liberty Mutual may suit a clean driver with a new or financed car, and a matched quote decides it.
Look closely at Progressive if you have a ticket or lapse to explain (Progressive's roots are in nonstandard insurance, though only a quote shows today's appetite), want an RV, boat or golf cart with the same company, or plan to stay long enough for loyalty forgiveness to count.
Look closely at Liberty Mutual if your record is clean and you want accident forgiveness that covers more than a small first claim from the start, or you want new car replacement or gap coverage. Liberty Mutual says its direct and agency products stay different, so confirm each option on the version you're quoted.
Look past both if neither wins. GEICO is in our lineup too; see GEICO vs. Progressive and GEICO vs. Liberty Mutual. Bundling a home? Our Liberty Mutual vs. Travelers home comparison covers the property side.
Can you see Progressive and Liberty Mutual side by side?
The short answer: Yes, both are in our public lineup, so one request can return both at identical limits, with GEICO alongside, once we re-confirm who can write your policy.
Send your declarations page or start with your ZIP, and we'll price both with and without the add-ons you care about. When we re-shop coverage, clients save on average about $500 a year, and if your current policy still fits, we'll say so. The bottom line
Progressive is the biggest auto insurer in Texas, with nonstandard and specialty-vehicle roots, layered accident forgiveness and a telematics program that can cut or raise your rate. Liberty Mutual is far smaller here, rated A (Excellent), with a menu built around new and financed cars. Compare them at identical limits and check every feature for Texas before you count on it.
